THE CMPA MAY TAKE SUCH LAWFUL and APPROPRIATE ACTIONS THAT ARE REASONABLE and NECESSARY to INSURE THAT THE USE of STATE and PUBLIC LANDS ON THE NORTH FACING SLOPE of CASPER MOUNTAIN OCCURS IN A RESPONSIBLE MANNER THAT (I) DOES NOT ENDANGER or THREATEN THE HEALTH, SAFETY, PROPERTY VALUES, and GENERAL WELFARE of WYOMING CITIZENS and LANDOWNERS LOCATED ADJACENT to or NEAR SUCH LANDS; (II) is MATERIALLY CONSISTENT WITH LOCAL DULY-ENACTED LAND USE REGULATIONS, RULES, and RESOLUTIONS of GENERAL APPLICATION; (III) SUPPORTS SCHOOL FUNDING WHILE PRESERVING WYOMINGS AGRICULTURAL and OUTDOOR RECREATIONAL HERITAGE, and (IV) PRESERVES THE VALUE of STATE and PUBLIC LANDS for CURRENT and FUTURE GENERATIONS of WYOMING CITIZENS. IN PURSUIT of THESE PURPOSES, THE CMPA MAY ENGAGE IN ALL LAWFUL ACTIVITIES, INCLUDING WITHOUT LIMITATION, ENGAGING IN FUNDRAISING, COMMUNICATIONS, PUBLIC ADVOCACY, and LITIGATION DESIGNED to ACCOMPLISH SUCH ENDS.
