IN RECOGNITION of EACH INDIVIDUALS UNIQUE, GOD-GIVEN VALUE, ALL TRAINING and EDUCATION SHALL BE TAILORED to SUIT THE SPECIAL ABILITIES and SPECIAL NEEDS of EACH ADULT SO AS to MAXIMIZE THEIR OPPORTUNITIES to LEARN and SUCCEED.
